The Congressman Lester Wolff Oyster Bay National Wildlife Refuge was donated
to the Service by the Town of Oyster Bay in 1968 as a habitat for migratory
birds, particularly wintering waterfowl. The refuge is unique in the System,
serving as a marine refuge rather than the more traditional terrestrial
refuge; it comprises the waters and marshes of Oyster Bay and Cold Spring
harbors. This refuge is open to the public.

The refuge is located on the north shore of Long Island in eastern Nassau
County. This 3,209-acre refuge includes subtidal (bay bottom to mean high tide
line) habitats, saltmarsh and a freshwater pond. The refuge is the largest
refuge in the Long Island National Wildlife Refuge Complex and receives the
most public use of all the refuges. The state of New York designated this
refuge as a significant coastal fish and wildlife habitat. The refuge is
especially important for wintering waterfowl such as black ducks, greater
scaup, bufflehead, canvasback and long-tailed ducks. A variety of other
waterbirds including shorebirds, terns and cormorants also use the refuge.
Other marine organisms common to the refuge include northern diamondback
terrapins, harbor seals, sea turtles, finfish and shellfish. Management
activities include wetland restoration and protection of the natural shoreline
and vegetation. Fishing (Town of Oyster Bay permits required for shell
fishing), wildlife observation, photography and environmental education are
approved recreational uses on the refuge.

Congressman Lester Wolff Oyster Bay National Wildlife Refuge consists of 3,204
acres of bay bottom, salt marsh, and a small freshwater wetland. It is managed
principally for use by migratory waterfowl and other waterbirds. It is also
one of the few bay-bottom refuges owned and managed by the U.S. Fish and
Wildlife Service. The refuge is located off Long Island Sound, and the
sheltered nature of the bay makes it extremely attractive as winter habitat
for a variety of waterfowl species, especially diving ducks.

The State of New York has designated the Oyster Bay area as a Significant
Coastal Fish and Wildlife Habitat. Marine wildlife common to the refuge
includes harbor seals, diamondback terrapins, and several species of sea
turtles. Shellfish and finfish are abundant at Oyster Bay. The bay supports
the only commercial oyster farm aquaculture operation remaining on Long
Island, and an estimated 90 percent of the commercial oysters in New York
originate from areas associated with the refuge.

Target Rock National Wildlife Refuge was acquired in 1967 as a donation from
the Eberstadt family, who maintained the land as a garden estate. The 80-acre
refuge is located on the north shore of Long Island in the Village of Lloyd
Harbor, 25 miles east of New York City. Target Rock refuge consists of mature
oak-hickory forest, a half-mile of rocky beach, a brackish pond and several
vernal ponds. This refuge is open to the public and is an extremely popular
shore fishing location.

Wetlands like the brackish pond provide important habitat to Long Island’s
wildlife. Here, the tide from Huntington Bay floods this pond daily and mixes
with the freshwater from the surrounding watershed. The result—a pond with
salinity lower than that of the Bay, teeming with life from plants to birds,
turtles, mammals, and fish.

Microscopic plants and animals inhabit the pond and serve as food for other
invertebrates and small fish. Black ducks and other puddle ducks feed on the
invertebrates and aquatic plants. Herons and egrets silently stalk the water’s
edge preying on fish.

A ring of smooth cordgrass lines the pond. It’s roots are adapted to filter
out excess salt from absorbed water, which is then secreted through leaf
pores. As the land becomes drier, cordgrass gives way to hightide bush, a
woody plant which produces distinctive white flowers in early autumn. Red
cedar and other trees border the upland edge of the pond. The sun loving cedar
bears bluish berries, providing food for robins, catbirds, mockingbirds,
thrushes and others.

Village Green; local militia drilled outside its doors. But the American
Revolution changed everything. American, British and Hessian troops tore down
the old wooden meetinghouse for firewood and used the unfinished stone chapel
as a hospital.

Saint Paul's Church National Historic Site

The refuge, located in Islip on the south shore of Long Island, consists of
209 acres bordering the Great South Bay, and is separated from the Atlantic
Ocean by Fire Island. With its diverse mix of upland and wetland habitat
types, Seatuck hosts more than 200 bird species, and serves as an oasis in a
heavily developed urban area.

Upland habitats form about half the area of the Seatuck National Wildlife
Refuge, including old fields, brush, and woodland habitats. The upland
habitats are equally divided between mixed-oak woodland, red maple stands,
upland shrub, and grasslands, and includes pine barren habitat. Seatuck Refuge
holds the potential to be a transplant site for the federally endangered
plant, sandplain gerardia, because of its soil type and associated grassland
plants.

The remaining half of Seatuck Refuge is saltmarsh, consisting largely of salt
hay with scattered stands of Phragmites, an exotic and invasive plant.
Freshwater wetlands and ponds provide a significant water source for wildlife.
The bulk of the aquatic habitats include saltmarsh and subtidal types. The
U.S. Fish and Wildlife Service Northeast Estuary Office has classified the
Seatuck Refuge as part of the larger Great South Bay and declared the Refuge a
significant coastal habitat.
