Red Rock Canyon SP

With less than 5 inches of precipitation annually, including some snowfall,
the dryness of the climate causes rapid evaporation at this site. Some water
seeps underground to feed area springs that provide water, which is essential
to wildlife. Butterbredt Spring supports desert wildlife while also providing
water and habitat for waterfowl migrating in the spring and fall. The land at
the spring is privately owned, and vehicle travel and hunting in the area is
restricted. The Audubon Society, in cooperation with the private landowner,
has established the spring as a wildlife sanctuary.

Jawbone/Butterbredt Recreation Management Area

The Jawbone Canyon Off-Highway Vehicle Area provides a wide variety of riding
opportunities including cross country play, trail riding, and advanced
technical hill climbing opportunities. Jawbone is also a great starting point
to begin to explore the hundreds of miles of trail riding opportunities
available in the area outside of the OHV Open Area.

**STAGING AND CAMPING AREAS:** The entire OHV area and surrounding public
lands are open to primitive camping. Within Jawbone Canyon, there are a number
of excellent primitive camping sites and OHV staging/off-loading areas. Most
of the sites within the OHV area are accessible by 2-wheel drive vehicles with
trailers.

**TRAIL RIDING OUTSIDE THE OHV AREA:** Outside of the OHV area and within the
Jawbone-Butterbredt Area of Critical Environmental Concern (ACEC), motorized
vehicle use is restricted to a specific designated road and trail network. All
cross-country travel is prohibited in these areas, and the designated routes
are marked with brown trail markers. You may only use the designated route
network -- all other trails are closed -- even if you do not see a red closed
sign.

**REGULATION INFORMATION:** Either "Green or Red Sticker" OHV registration is
mandatory for ALL vehicles that are not "street legal." Visitors from outside
the state of California must have a valid permit/registration from an off-
highway vehicle program in your home state. If you do not have a valid
permit/registration from your home state, you will have to purchase a "Non-
Resident OHV Permit" for California. This sticker can be purchased at the
Jawbone OHV Station.

**Jawbone Canyon and Dove Springs OHV Areas are open for public use.**_The
visitor center will remain closed at this time. The BLM encourages
responsible, local recreation to avoid putting strain on communities during
the COVID-19 pandemic. Please practice social distancing, don’t gather in
large groups and clean your hands often. Social distancing recommendations may
require that visitors spread out to less popular areas and avoid times of
highest use, such as weekends. Visitors are encouraged to practiceLeave No
Trace principles. Please bring your own sanitary products, including toilet
paper and hand sanitizer, and pack out all trash as services are limited._

## Off-Highway Vehicle Use

The following partial list of regulations and tips should help OHV users and
other recreationists appreciate and enjoy the use of these public lands.

  * OHVs owned by California residents must be registered with the California DMV and must display a valid “Green Sticker” or “Red Sticker”. 
  * If you are NOT a resident of California and your OHV is not registered in your home state, you are required to have a NON-RESIDENT Green Sticker OHV permit. 
  * On the ground, motorized vehicles should yield to non-motorized craft and aircraft. 
  * OHVs must be equipped with an approved muffler, brakes, and spark arrester. 
  * It is illegal for anyone who is under the influence of alcohol or drugs to operate an OHV. 
  * It is illegal to bring, dispose of, or possess any glass container, empty or not, within the open area. 
  * It is illegal to bring, dispose of, or possess any firewood containing nails, screws or other metal hardware within the open area. 
  * NO PALLETS! 
  * It is illegal to possess and/or discharge fireworks. 
  * Persons on an ATV under 14 years of age must be supervised by a parent or guardian. 
  * All persons, regardless of age, who operate an ATV on Public Lands must wear an approved safety helmet; Carrying passengers is prohibited on ATVs; Remember—Safety First, Every Ride, Every Time!

Dove Springs OHV Area

The El Paso Mountains drop into this Wilderness from the southeast, with Black
Mountain, at 5,244 feet, serving as the highest point. From the foot of Black
Mountain, the terrain sinks into the Black Hills and gives rise to numerous
dark volcanic mesas and reddish buttes dissected by narrow canyons--in short,
badlands topography.

Some of the oldest nonmarine fossils ever found in the West were discovered
here: ancient camel-like and horse-like animals. Rock hounds also find much to
their interest, interrupting their hunt to peer at the occasional desert
tortoise, Mojave ground squirrel, or raptor wandering by. Creosote bushes, the
most ubiquitous desert plant in the United States, reign supreme over much of
the region, while Joshua trees cling to the western side of Black Mountain.

El Paso Mountains Wilderness

## Overview

Embracing the eroded hills, canyons, and bajadas of the Scodie Mountains--the
southernmost reach of the Sierra Nevada--Kiavah Wilderness lies primarily
within Sequoia National Forest but includes a portion on BLM land. Here in the
transition zone between the Sierra Nevada and the Mojave Desert, you'll find
an unusual mix of plants and animals: creosote bush, Joshua tree, burro bush,
and shadscale growing near pinion pine, juniper, canyon oak, and gray pine;
yellow-eared pocket mice and lizards watching the skies for raptors.

Trails enter from all sides, often fading into the terrain. The Pacific Crest
Trail enters on the northeast from Walker Pass and crosses the area for 16
miles, exiting over Bird Spring Pass to the south. Four-wheel-drive roads
forge into the area on non-Wilderness intrusions from the east up Horse Canyon
and Cow Heaven Canyon, both accessible from State Highway 14. You should be
able to find water in numerous springs. However, due to the arid environment
and dry conditions be sure to carry plenty of water. Potable drinking water
may not be available year round. Visitors should not drink from creeks and
springs without properly treating the water. Recommended treatment is to bring
clear water to a rolling boil for 5 minutes or use a filter/purifying system
that eliminates giardia and waterborne bacteria.

Kiavah Wilderness

Bright Star Canyon encloses Kelso Creek and leaves Sequoia National Forest to
cross the southern portion of the Bureau of Land Management's Bright Star
Wilderness. In the northwestern portion, Cortez Canyon has been carved out of
the Kelso Mountains. In the northeastern portion, Kelso Peak stands at 5,090
feet with drainages falling off to the north, south, and east.

Elevations range from 3,000’ near the floor of Kelso Valley to over 5,800’ on
the highest ridges and peaks. In mid-summer, day-time temperature can exceed
100oF before cooling off at night. In winter, higher elevations are often
covered with snow and in years of adequate precipitation, wildflowers cover
the slopes in stunning displays of color. The upper slopes are dotted with
piñon pine and juniper, while the lower slopes are brushy and broken by large
granite outcroppings. The valley below is boulder-strewn and dense with Joshua
trees. Here the Mojave Desert meets the Sierra Nevada, allowing for a wide
variety of wildlife. These include hundreds of bird species, black bear,
coyote, mountain lion, and bobcat. Mule deer, chukar, mountain quail, and
California quail also inhabit the area. Eagles, hawks, and other raptors nest
in the large cottonwoods and on the cliffs.

Visitors should note that there are no designated trails for backpackers and
the entire Wilderness lies within the Bureau of Land Management's Jawbone-

Motorized equipment and equipment used for mechanical transport are generally prohibited on all federal lands designated as wilderness. This includes the use of motor vehicles (including OHVs), motorboats, motorized equipment, bicycles, hang gliders, wagons, carts, portage wheels, and the landing of aircraft including helicopters, unless provided for in specific legislation. In a few areas some exceptions allowing the use of motorized equipment or mechanical transport are described in the special regulations in effect for a specific area.
