Sutton Campground is located just off the Pacific Coast in Oregon, 1.5 miles

activity, but visitors also enjoy swimming in Sutton Creek, and fishing and
boating on Sutton Lake.

Hiking is Sutton Campground's main draw. A number of trails provide access to
nearby Alder Dunes and Sutton Lake. Wild berries, vibrant rhododendrons and
picturesque sand dunes are located along the trails.  
  
The Holman Vista Day Use Area and Holman Vista Trail are one mile west of the
campground, providing an accessible viewing platform for memorable sunsets of
the world's largest the ocean.

The following acts are prohibited in the areas described by this order within
the administrative boundaries of the Siuslaw National Forest. This order will
become effective upon signature and shall be in effect May 2nd, 2025, through
May 1st, 2027 or until rescinded.

#### AREA DESCRIPTION

The entirety of the Siuslaw National Forest lands, or parts thereof, are
affected by the provisions of this order. Lands are contained within the
following counties in Oregon: Tillamook, Yamhill, Polk, Benton, Lincoln, Lane,
Douglas, and Coos.

#### PROHIBITIONS

  1. 1) Camping. 36 CFR § 261.58(e)  
**Camping is prohibited:**

    1. Within posted areas at, or within 200 feet of, any developed recreation site or facility managed or owned by the Forest Service within the administrative boundaries of the  
Siuslaw National Forest.

    2. Within 200 feet of any administrative site, building, or facility managed or owned by the Forest Service within the administrative boundaries of the Siuslaw National Forest.
    3. Within any developed campground posted as closed. See List in Exhibit A and maps in Exhibits O – Q.
    4. Within the established boundaries of the Cascade Head Scenic Research Area and Experimental Forest. These areas are within T6S, R10W, Sections 3 – 10, 15 – 22, 30,  
and 31; and T6S, R11W, Sections 1, 2, 3, 10 – 15, and 23 - 27. See map in
Exhibit C.

    5. Within the established boundaries of the Cape Perpetua Scenic Area in T15S, R12W, Sections 1, 2, 3, 10, 11, and 12; and T15S, R11W, Sections 6 and 7, except Cape Perpetua Campground during the operating season. See map in Exhibit D.
    6. Within the established boundaries of the Fairview Mountain Management Area in T16S, R11W, NE ¼ of Section 8. See map in Exhibit E.
    7. Within the established boundaries of the Rock Creek Management Area in T16S, R12W, Section 10. See map in Exhibit F.
    8. Within the established boundaries of the Big Creek Management Area in T16S, R12W, Section 15. See map in Exhibit F.
    9. Within the established boundaries of the Mary’s Peak Scenic Botanical Special Interest Area in T12S, R7W, Sections 19, 20, 21, 28 and 29, except Mary’s Peak Campground during the operating season. See map in Exhibit G.
    10. Within the established boundaries of the Corvallis Watershed on National Forest System Lands in T12S, R7W, Sections 10, 11, 12, 14, 15, 16, 21-28, 34, and 35. See map in Exhibit G.
    11. Within the South Jetty area as described: The area begins at the National Forest boundary at the southeast corner of the Beach 6/Crab Dock Day Use Area parking lot; then proceeds west to the foredune; then proceeds north along the foredune to the Forest boundary along the Siuslaw River; then proceeds southeast along the Forest boundary until reaching the starting point. This area is within T18S, R12W, Sec 16. See map in Exhibit H.
    12. Within the area as described: Beginning at the entrance of Tahkenitch Landing Campground at Highway 101; the area boundary proceeds east along Forest Road 1089229 to the Tahkenitch Landing Boat Ramp; then proceeds south along Tahkenitch Lake to Elbow Lake Creek; then proceeds west to Highway 101; then proceeds north along 101 until reaching the starting point. This area is within T20S, R12W, Sections 29 and 32. See map in Exhibit I.
    13. Within 200 feet of Loon Lake, T20S, R12W NW 1/3 of Section 4. See map in Exhibit J.
    14. Within off-highway vehicle (OHV) areas within the Oregon Dunes National Recreation Area (ODNRA) outside of Forest Service designated OHV sand camp sites. These areas are within T19S, R12W, Sections 3, 4, 5, 8, 9, 10, 15, 16, 17, 20, 21, 22, 27, 28, 29, 32, and 33; T22S, R13W, Sections 23 – 26, 35, and 36; T23S, R13W, Sections 22, 23, 26, 27, and 34; and T24S, R13W, Sections 3, 4, 9, 10, 15, 16, 20, 21, 22, 27, 28, 29, 33, and 34.     15. On National Forest System lands within 1,000 feet of the Lakeside Cemetery (including lands within the cemetery proper). This area is located in Coos County within T23S, R13W, Section 13 as described: The area boundary begins at the intersection of US Highway 101 and Airport Way, then proceeds to the southeast for approximately 700 feet along the southern right-of-way of Airport Way until reaching the USFS/private land boundary, then proceeds south for approximately 1,850 feet along the USFS/private land boundary, until reaching the next USFS/private land boundary, then proceeds west for approximately 1,300 feet until reaching the next USFS/private land boundary, then proceeds north along the USFS/private land boundary until reaching US Highway 101, then proceeds to the northeast along the southern edge of the USFS Highway 101 rightof-way until reaching the starting point. See map in Exhibit M.
    16. Within 400 feet of Hall Lake and Schuttpelz Lake in T23S, R13W, Section 1. See map in Exhibit N.
    17. Within the established boundaries of the Mount Hebo Special Interest Area in T4S, R9W, Sections 11 – 15, 22, 23, 24, and 26; and T4S, R8W, Sections 18 and 19. See map in Exhibit R.
    18. Within the portions of the ODNRA that are designated as “developed corridors” in the Oregon Dunes Management Plan. These areas are within T18S, R12W, Sections 16, 21,  
28, 33, and 34; T19S, R12W, Sections 4, 27, 32, 34, and 38; T20S, R12W,
Sections 4, 5, 8, 17, 20, 29, and 32: T21S, R12W, Sections 5 and 18; T22S,
R12W, Sections 23 and 26; T23S, R12W, Sections 12, 13, and 23; and T24S, R12W,

  2. **Camping for a period longer than allowed by the order.** 36 CFR § 261.58(a)
    1. a) Camping, occupying, or otherwise leaving camping equipment and/or related supplies overnight for a period longer than 14 calendar days in a consecutive 30-day period. Occupant must move off the Forest after 14 days; return to the Forest must not occur before 30 days have passed:
      1. Within all developed campgrounds listed on Exhibit A and displayed on Exhibits O – Q, or
      2. Within all designated sand camp sites within the Oregon Dunes National Recreation Area. See list of sand camps in Exhibit B and maps on Exhibits K  
and L.

    2. Camping, occupying, or otherwise leaving camping equipment and/or related supplies overnight for a period longer than 14 calendar days in a consecutive 60-day period. Occupant must move off the Forest after 14 days; return to the Forest must not occur before 60 days have passed:
      1. Within the undeveloped areas of the forest where camping is not otherwise prohibited by this forest order.
  3. **Being in the area between 10 p.m. and 6 a.m. unless lawfully camping or visiting a person camping in that area.** 36 CFR § 261.58(u)
    1. Within all developed campgrounds listed in Exhibit A and displayed in Exhibits O – Q.
  4. **Using a campsite or other area described in the order by more than the number of users allowed by the order.** 36 CFR § 261.58(f)
    1. For each developed campground, the maximum number of people per campsite is listed in Exhibit A.
    2. The maximum number of users is 20 people per standard site, and 40 people per group site, within all designated OHV sand camp sites in the Oregon Dunes National Recreation Area. See Exhibit B.
  5. **Possessing, parking or leaving more than two vehicles, except motorcycles or bicycles, per camp unit.** 36 CFR § 261.58(i)
    1. Within developed campgrounds listed in Exhibit A and displayed on Map Exhibits O -Q. The two-vehicle limit does not apply to group campgrounds; group campgrounds have higher vehicle parking limits as listed on Exhibit A.
      1. Vehicles are defined as any licensed motorized vehicle, meeting Oregon Revised Statutes, for operation on public highways. This definition also includes  
recreational vehicles and towed trailers.

  6. **Parking or leaving a vehicle in violation of posted instructions** § 261.58(g)
    1. Within all designated OHV sand camp sites in the Oregon Dunes National Recreation Area. The maximum number of vehicles is five per standard site, and 10 vehicles per group site. See Exhibit B.
    2. On all other lands managed by the Forest Service within the administrative boundary of the Siuslaw National Forest.
  7. **Parking or leaving a vehicle outside a parking space assigned to one’s own campsite.** 36 CFR § 261.58(h)
    1. Within developed campgrounds listed in Exhibit A and displayed in Map Exhibits O -Q.
  8. **Entering or using a developed recreation site or portion thereof when closed to the public.** 36 CFR § 261.58(b)
    1. While without a valid reservation permit when the site is designated by the Forest Service for reservation.

#### EXEMPTIONS

Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this
order:

  1. Persons with a permit, written authorization by a Forest officer, or special use authorization specifically authorizing the otherwise prohibited act or omission, and approved contractors and their agents directly engaged in approved work outlined in an operating plan or permit allowing extended stay in excess of this order.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.

These prohibitions are in addition to the general prohibitions in 36 CFR Part
261, Subpart A.

Violations of these prohibitions are punishable by a fine of not more than
$5,000.00 for an individual or $10,000.00 for a corporation or imprisonment
for not more than six months or both (16 USC Section 551; 18 USC Sections
3551, 3571, and 3581).

cutthroat trout and salmon. The beach and a day-use parking area can be

South Jetty is located within the Oregon Dunes National Recreation Area

and miles of open riding areas on the sand. From the nearby South Jetty Day-
Use Area, hikers can enjoy miles of open beach, with opportunities to view sea
birds and explore dune formations. The non-motorized section of beach is
separate from the off-road vehicle area. During certain times of year, whales
may be spotted in the ocean.

Sites can only be accessed by 4X4 vehicles. No water is available so campers
should bring an ample amount. Campsites are primitive and all campers must

Standard campsites fit 5 vehicles and up to 20 people. The group campsite fits
10 vehicles and up to 40 people. Within each campsite, all vehicles and tents
must be positioned within 150 feet of the campsite marker post. Campsites are
available year-round (by reservation only) and reservations may fill up
quickly during peak summer season.

OHV riders have access to large open sand dunes, designated OHV trails through

Goosepasture Staging also provides access to **South Jetty Sand Camping**
sites.

A noise buffer OHV closure is in place on the eastern boundary of the riding
area due to proximity to nearby residential areas and adjacent non-motorized
recreation areas.

Cape Perpetua Group Campground

## Overview

Tyee Campground, located 6 miles south of Florence, is part of the Oregon
Dunes National Recreation Area. The small campground sits on the northern
banks of the Siltcoos River near the Siltcoos Lake outlet. Many campers bring
kayaks for paddling up and down the river.

This is a great campground for kids to play and anglers to try their luck from
the riverbank.

## Recreation

Hikers can enjoy expansive nearby beaches and explore dune formations above
the Siltcoos River. Meanwhile, anglers have a chance to catch coho salmon and
bird watchers can view a variety of shorebirds and waterfowl.

access to the thrilling Oregon Dunes National Recreation Area. Designated off-
road vehicle routes and open riding zones are both nearby, making this

Driftwood II off-road vehicle route begins at the campground and leads riders

Siltcoos Beach Day Use and OHV Staging Area provides paved parking for direct
pedestrian beach access, as well as off-highway vehicle (OHV) staging and
access to the beach (via Coast Guard North OHV Trail) and open riding
opportunities in the Siltcoos area.

<p>Siltcoos Beach Day Use and OHV Staging Area provides paved parking for direct pedestrian beach access, as well as off-highway vehicle (OHV) staging and access to the beach (via <a href="http://www.fs.usda.gov/recarea/siuslaw/recreation/recarea/?recid=42541">Coast Guard North OHV Trail</a>) and open riding opportunities in the Siltcoos area.</p>

Beachgoers are urged to help recovery efforts of the threatened western snowy
plover by staying on the wet sand at snowy plover beaches during nesting
season, **March 15 – Sept. 15**.

Beachgoers will see ropes that identify sensitive plover nesting areas, as
well as signs that identify restrictions to protect the small shorebirds
during this period. Plover beaches remain open to foot and equestrian traffic
on wet, packed sand throughout the nesting season.

All other recreation on plover beaches is **off limits** on both wet and dry
sand, including:

  * Walking your dog (even on a leash)
  * Driving a vehicle
  * Riding a bicycle
  * Camping
  * Burning wood or other materials
  * Flying kites or drones

The following acts are prohibited in the Snowy Plover Dry Sand Closure Area,
and on roads and trails described in this order within the Siuslaw National
Forest, Central Coast Ranger District-Oregon Dunes National Recreation Area.

### **PROHIBITION:**

  1. Going into or being upon the Snowy Plover Dry Sand Closure Area while closed for the protection of threatened, endangered, rare, unique, or vanishing species of plants,  
animals, birds or fish. 36 CFR § 261.53(a).

  2. Landing of aircraft, or dropping or picking up any material, supplies, or person by means of an aircraft, including a helicopter, within the Snowy Plover Dry Sand Closure  
Area. 36 CFR § 261.58(y).

  3. Possessing, storing, or transporting any bird, fish or other animal or parts thereof within or from the Snowy Plover Dry Sand Closure Area. 36 CFR § 261.58(s). Any dogs found running at large within or from the Snowy Plover Dry Sand Closure Area are subject to impoundment, as described in 36 CFR § 262.11.

### SNOWY PLOVER DRY SAND CLOSURE AREA:

**EXHIBIT A – LANE COUNTY**

  * Township 17S, Range 12W, Sections 10, 15, 21, 28, 33 in Lane County
  * At Baker/Sutton Beach in Lane County all dry sand beach between the rocky headlands to the north of Berry Creek to the Forest Service boundary to the south of the mouth of Sutton Creek and from the mean high tide line eastward to the crest of the foredune and eastward from the crest for 200 feet. At Berry Creek estuary the closure encompasses all dry sand from the high tide line eastward for 200 feet east of the eastern bank of Berry Creek. At Sutton Creek estuary the closure area encompasses all dry sand from the high tide line eastward, including the eastern bank of Sutton Creek. At the snowy plover habitat improvement area near the south end of Sutton Beach the closure area extends eastward from the high tide line, encompassing all dry sand area to the west bank of Sutton Creek. **EXHIBIT B – LANE AND DOUGLAS COUNTIES**

  * Township 19S, Range 12W, Section 32 in Lane County
  * Township 20S Range 12W, Sections 5, 8, 17, 19, 30, and 31, and Township 21S, Range 12W, Sections 6 and 7, in Douglas County
  * At Siltcoos River estuary in Lane County, the closure area extends eastward from the mean high tide line encompassing all dry sand within the estuary area (an area of  
approximately 0.95 miles from north to south and approximately 0.40 miles from
east to west). On the north side of Siltcoos River the closure line extends
from the mean  
high tide line near the northwest corner of Siltcoos parking lot eastward to
the west edge of the Siltcoos parking lot and follows the edge of the parking
lot on the west and  
south sides to Siltcoos Beach Road. Continuing south then east along the south
edge of the paved Siltcoos Beach Road for approximately 0.25 miles to
immediately  
southeast of the Driftwood II Campground entrance. From that point southward
through a small section of shore pine forest then east/southeast along the
forest edge to  
the Siltcoos River. The closure area extends across Siltcoos Creek following
the tree line in a southerly direction to the Waxmyrtle Trail. From that point
westward, back  
to the mean high tide line on the beach. The Waxmyrtle Trail forms the
southern boundary of the Siltcoos Estuary portion of the closure area. In
addition, this closure  
includes the 0.4-mile section of the Waxmyrtle Trail commonly known as the
Estuary Trail. See attached map, (Exhibit B).

  * From the Siltcoos Estuary closure area continuing south on the beach for a distance of approximately 5.5 miles to the Tahkenitch Creek mouth, through portions of Lane and  
Douglas Counties, Oregon, the closure area includes all dry sand from the mean
high tide line east toward the crest of the foredune and includes a 400-foot
buffer strip of  
adjacent foredune vegetation eastward of the foredune crest. At Dunes Day
Use/Overlook Beach in Douglas County, Oregon the closure area will extend
eastward, including all dry sand from the mean high tide line to the western
edge of the deflation plain wetland. At Tahkenitch Creek estuary in Douglas
County, Oregon, the closure will encompass all dry sand between the mean high
tide line and the east bank of Tahkenitch Creek. From the south side of
Tahkenitch Creek the closure will extend south to the vehicle closure I-beam
located .63 miles north of Sparrow Park Road and include all dry sand from the
mean high tide line and east toward the crest of the foredune and include a
400-foot buffer strip of adjacent foredune vegetation east of the foredune
crest. See attached map, (Exhibit B).

**EXHIBIT C – DOUGLAS COUNTY**

  * Township 22S Range 13W, Sections 1, 11 and 12
  * In Douglas County, Oregon beginning approximately 3.6 miles south of the Sparrow Park Road beach access and extending south to the Umpqua River north jetty the  
closure area will include all dry sand from the mean high tide line east
toward the crest of the foredune also including a 400-foot-wide buffer strip
of adjacent foredune  
vegetation eastward from the crest of the foredune. See attached map, (Exhibit
C).

**EXHIBIT D – COOS COUNTY**

  * Township 23S, Range 13W, Sections 2, 10, 15, 22, 27 in Coos County
  * In Coos County, Oregon beginning at the Coos/Douglas County line southward on the beach for approximately 2.5 miles to Tenmile Creek estuary the closure area will  
include all dry sand from the mean high tide line east toward the crest of the
foredune also including a 400-foot-wide buffer strip of adjacent foredune
vegetation eastward  
from the crest of the foredune. Within Tenmile Creek estuary, including the
north and south sand spits, the closure area will include all dry sand east of
the mean high tide  
line and a 400-foot buffer strip of adjacent beachgrass/shrub vegetation to
the northeast, east and southeast of open dry sand snowy plover habitat areas.
From the  
south spit of Tenmile creek the closure area will continue southward on the
beach for approximately 1.6 miles ending at the vehicle closure I-Beam near
the beach access of  
OHV trail 1343 – Coast Guard South. This area will encompass all dry sand east
of the mean high tide line to the crest of the foredune including a 400-foot-
wide buffer strip  
of adjacent foredune vegetation eastward of the foredune crest. See attached
map, (Exhibit D).

### **EXEMPTIONS:**

Pursuant to 36 CFR 261.50(e) the following persons are exempt from this Order:

  1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.

Any Federal, State, or local official or volunteer or member of an organized
rescue or fire fighting force in the performance of an official duty. These
prohibitions are in addition to the general prohibitions in 36 C.F.R. Part
261, Subpart A.

OHV Trail is a great place to start. For added variety, beach goers can enjoy
swimming, sunbathing, and watching sea birds at the nearby beach. If in
season, whales may be spotted in the ocean as well.

During snowy plover nesting season (March 15 - September 15), hiking access to
the beach is only from the Siltcoos Beach Day Use parking lot.

_The original Driftwood I Campground was located south of the Siltcoos Beach
Road near the river in an area now covered with conifers and other native
vegetation. This campground was decommissioned in the mid-late 1980s. The site
is also within the boundaries of the seasonally restricted snowy plover
nesting area._

<p>Surrounded by shore pine, waxmyrtle, huckleberry and salal, Driftwood is a designated off-road vehicle riding campground that offers direct sand access to the Oregon Dunes National Recreation Area. The layout of the campground is a large parking lot with designated camping sites. Most sites come with a picnic table and campfire pit, but RV pull-through sites 49-58 do not have these amenities. The campground has flush toilets, drinking water and hot showers.</p><p>Off-road vehicle riding is the ultimate attraction here and the Driftwood II OHV Trail is a great place to start. ## Overview

The Siltcoos sand camping area is located about seven miles south of Florence.
This unique area is an off-road enthusiast's dream: Several designated off-
road vehicle routes crisscross the dunes and forests, and there is also a
large open riding area to the north of Siltcoos Beach Road. In addition to
off-road vehicle riding, visitors can enjoy beachcombing, hiking, and wildlife
viewing.

Siltcoos is located within the Oregon Dunes National Recreation Area.

**These sites are only accessible to 4X4 vehicles on soft sand. Please plan
accordingly.**

## Recreation

Off-road vehicle riding is the primary attraction in the Siltcoos area, with
miles of designated trail and a large open riding zone. Elsewhere, Stagecoach
Hiking Trailhead provides access to several non-motorized trails, including
the accessible Lagoon Trail and the longer Waxmyrtle Trail. The Waxmyrtle
Trail meanders through coastal shore pine forests and follows the Siltcoos
River to the beach.

Visitors also enjoy playing in the surf and birding at the beach. A variety of
shorebirds are often spotted on the shore. Seasonal whale-watching is also a
popular activity.

## Facilities

There are 16 sand campsites in the Siltcoos area. The campsites are year-round
and can only be accessed by 4X4 vehicles. Standard sites accommodate up to 20
people and five vehicles. The group site accommodates up to 40 people and 10
vehicles. This is a popular facility and reservations are required for all
sites at all times of the year. Within each campsite, all vehicles and tents
must be positioned within 150 feet of the campsite marker post.  
  
This camping area is primitive and provides no water, restrooms, or campfire
rings. Visitors must bring their own water, portable toilets, and fire pans.

Campsites are located directly on the sand. The dunefield is known for its
wind-sculpted sand dunes towering hundreds of feet above sea level. Throughout
the Siltcoos area, open sand dunes are interspersed with coastal forest. The
Oregon Dunes National Recreation Area features the largest expanse of coastal
sand dunes in North America.  
  
Snowy plovers, a threatened species of small coastal bird, have a designated
nesting habitat on Siltcoos Beach. Seasional closures apply.
