Forest Order 09-19-17-22 Kelly Pines Campground

In Kelly Pines Campground, between May 1 and October 31, visitors cannot use campsites 3, 4, 5, 6 and/or 7 unless they are camping with saddle, pack and/or draft animals or traveling on the Spring Creek Horse Trail system with saddle, pack and/or draft animals.

Pursuant to 36 CFR section 261.50 (a), the following are prohibited, in Kelly Pines Campground, within the Allegheny National Forest, Marienville Ranger District, until further notice.

Entering or using the developed camping area (sites 3, 4, 5, 6, and/or 7) of Kelly Pines Campground between May 1st and October 31st. [36 CFR Sec 261.58 (b)]

PURSUANT TO 36 CFR SECTION 261.50 (e), THE FOLLOWING ARE EXEMPT FROM THIS ORDER:

Person (or persons in the company of a person) in possession and using saddle, pack, and/or draft animals for the purpose of camping and traveling on the Spring Creek Horse Trail system.
Federal, State, or local law enforcement officers, or any member of an organized rescue or firefighting force in the performance of an official duty.
Persons with a permit authorizing the otherwise prohibited act or omission.

Violation of either of these prohibitions is punishable by a fine of not more than $5000 for an individual or $10,000 for an organization or imprisonment for not more than six (6) months, or both, under authority of Title 16 USC 551, Title 18 USC 3559 and 3571.

Justification for Order

Mixing horse and livestock use with persons unfamiliar with such animals can pose a safety hazard to all persons involved, as well as the animals. Horses and livestock are not permitted in other developed campgrounds available for general campers. Kelly Pines Campground is designed for horse and livestock use given it’s layout, features, and location.

In addition, overnight campers without animals will often attempt to utilize these sites in order to avoid fees in other campgrounds intended for their use.

In an effort to mitigate public disagreement and to allow persons without such livestock to still utilize the general area, sites 1 and 2 of Kelly Pines Campground are not included in these prohibitions.

By implementing this order it will ensure equal and fair opportunity for everyone to enjoy the Allegheny and it will allow the Allegheny National Forest an opportunity to extend horse and livestock opportunities to the public..

Enforcement Plan

This order will be enforced by law enforcement officers as well as forest protection officers in cooperation with the site contractor. Signs will be placed in and around the campground and, in particular, at the entrance. The primary method of enforcement will be through regular patrols monitoring, education, and documentation. These patrols may or may not include other law enforcement agencies.

Overview

Kelly Pines Campground is an equestrian campground located in the hub of the Spring Creek Horse Trail system.

Recreation

The recreation area is the hub of the Spring Creek Horse Trail system, with 38 miles of designated, marked trails. Day users are welcome to park in the center of the loop and stage their ride from there. View the Spring Creek Horse Trail map . The campground is also popular when trout season opens in April, and anglers are welcome in the first two non-horse sites.

Facilities

The campground has seven campsites: the first two are for non-riders, four sites are single equestrian sites, and the last site is a double equestrian site. Each single site has a 4-horse tie-down shelter with a gravel base, rubber mat, and log rails to separate the horses. The double site has 2 of these tie-down shelters. All sites have a picnic table and fire ring. There is a vault toilet for people and a manure bin to dispose of horse waste, an artesian well, and a designated location along the stream to water horses. A bulletin board provides information and regulations, and a hitching rail allows for quick pit stops.

Natural Features

The location is an opening along Wolf Run, a native trout stream, surrounded by native forest including 300+ year old white pine trees.

Nearby Attractions

Enjoy the thrill of forest riding. Horse riding is permitted in many areas of the Allegheny National Forest, but in the Spring Creek area, riders must stay on designated trails. During wet conditions, riders can ride Forest roads, but no cross-country riding is allowed. The Spring Creek Horse Trail is a major nearby attraction with over 38 miles of trail, some of which is also on State Game Lands.

Directions

From Marienville, take FS 130 to FR 131 N in Lamonville (turn left at the 4-way intersection). From Kane or Ridgeway, take State Route 66 to FR 124 (Duhring Road) at Pigeon. Take FR 131 to the right where the road Y's just before crossing Spring Creek. Follow FR 131 to Kelly Pines. Note that vehicles above 40 ft. in length are encouraged to view the location prior to making reservations. There is a sharp turn and bridge to cross that longer vehicles can have difficulty maneuvering.

I love this campground. The stalls are nice, I like that each horse has its pun space. The trail system is the best. Easy to navigate and beautiful.

We absolutely love Kelly Pines! Off the grid with a pit toilet, lots of horses to keep us company. Amazing hiking, lots of mushrooms, and beautiful views of the night sky.

Great time at campground Trails were very groomed and nice as well as stables. Had a visit from park rangers who were extremely nice. Very secluded and quiet experience. We will definitely return!!!

Kelly Pines is such a beautiful campground. But the manure pit was full and had manure in it from last year. We needed a new map the nearby Ranger station was closed again " on a early Friday afternoon". They didn't have any in the lobby with all the other maps and leaflets.even though a local horse club donated 500 maps to them.
